We had the opportunity to have a site visit of NDDB’s Ajmer Diary project on 20th & 21st Jan 2020. The main objective of the visit was to identify training requirement for management staff and workers, one of the areas in the construction which could be improved on HSE.
We were given a detailed information on working system of the diary plant once it would be completed by NDDB engineers while having a walk around of the construction site. It was understood that all the construction activities are being carried out by contractors under the NDDB.
The main sections of the site were LMP – (Liquid Milk Products) milk, ghee, flavored milk, yogurt, paneer processing and packaging unit, and a separate facility for Milk Powder Processing, packaging and storage, Effluent Water Treatment Plant, Boilers, Power Stations like utilities & General Storage Area etc.,
After the initial walk around of the site with NDDB engineers, we had a detailed inspection of each area under construction with the help of the respective contract HSE/representative.
We had gone to the milk powder processing facility first, we had walked through the site from ground up, assessing the various safety measures present in the worksite by observing and by consulting the workers present in the area. In most cases the workers were hesitant but some were really interested when we told we were there to help improve the safety.
Next we visited the Water Treatment plant and understood the various process that would happen once the plant starts functioning. There were certain high risk activities like work at height, manual handling, storage of chemicals and stagnant water in tanks which was happening in the area which were identified.
Next area visited was the excavations activities happening around the plant. There was moderate traffic of vehicle movement like excavator, concrete mixers, shovels and man movement in the area between excavations and open places.
The area that was next visited was the milk processing unit which is another separate building. This facility is used to produce milk, yogurt, ghee, flavored milk and other liquid byproducts of milk. The common activities noticed during the visit were welding works, work at height, electrical works, cement work, painting, cleaning, sumps, etc.,
Then we visited the general storage area, this was almost completely constructed with just some finishing works are pending like touch-up paintings.
Then we paid a visit to the accommodation facility provided to the workers which is right outside the construction site.
From the visit it was observed that all activities are being carried out by the contractors including safety professional, the various safety aspects were informed to the workers but was not enforced, the workers were cooperative while interaction during the site visit which helped us understand the exact situation of the site. The training needs were identified for NDDB staff like Management staff, NDDB engineers, Contract Management Staff, & all Workers and it’s communicated concern personnel.
